Cause
Battery state-of-charge is critically low and the system has entered low-power state with output disabled.
Recommended fix
Recharge the battery. Per section 10.1, charge the battery in time if it is often under-charged or has been stored for more than 3 months. The system will return to normal once charging restores SOC.
